Ryan Hallings, Chairman ( FLEDC, FLHEDC, YCCRC)
Ryan Hallings is the SVP, Team Leader and Commercial/Agricultural Loan Officer for Lyons National Bank and works out of the Penn Yan and Canandaigua offices. Prior to joining LNB in early 2012, Ryan worked for nearly four years in Economic Development for the Finger Lakes EDC in Yates County and nearly two years as a Community Educator for Cornell Cooperative Extension in Schuyler County. Ryan has served in board leadership roles for several community organizations, including Finger Lakes Health, Penn Yan CSD Board of Education, Cornell Cooperative Extension of Yates County, Literacy Volunteers of Ontario-Yates, Yates Cultural and Recreational Resources, Inc., Town of Milo Planning Board, Yates County Farm Land Preservation Board, and Yates NextGen, Ryan is also a member of the Penn Yan Rotary Club. Ryan earned a Bachelor of Arts degree from Hobart College and a Master of Science in Management from Keuka College. Ryan lives in Penn Yan with his wife Christine and two sons (5, 2). He grew up in Penn Yan on his family’s farm where he is still active helping his parents.
Mary Anne Rogers, Vice Chair ( FLEDC, FLHEDC, YCCRC)
Mary Anne is currently the Human Resources Manager at Ferro Corporation for the Dresden, NY plant along with Ferro plants in Massachusetts, Georgie and Rhode Island. Mary Anne is originally from Akron, New York and became a full time resident of Yates County in 2011 after purchasing her parents house whom had moved to Yates County in the late 1990’s. Mary Anne graduated Summa Cum Laude June 2004 from Medaille College, Buffalo, NY, with a Bachelor’s of Science degree in Business Administration and earned her Professional Human Resource (PHR) Certification December 2009. She is finishing up her term as Co-Chair of Keuka College’s Community Associates Board having been a member since February 2016. Mary Anne also owned a professional cleaning service for 7 years from 1996 through 2003. Her husband, John, retired in April 2020 from Perry’s Ice Cream after 46 years in management. He is now working locally as a realtor at Century 21. They have 4 children, all married, and 10 grandchildren with #11 on her way.
Steve Boisvert, Treasurer (FLEDC, FLHEDC, YCCRC)
Steve Boisvert, P.E. is a Professional Engineer with 38 years of consulting engineering experience. He is currently the Director of the Civil-Facilities Division at McFarland Johnson, Inc. a full-service engineering design firm headquartered in Binghamton NY with offices along the east coast from Freeport, ME to Hollywood FL. Prior to McFarland Johnson, he worked for Bergmann Associates where he held project management, business segment leader and executive leadership roles having served on their Board of Directors. Throughout his career, he has started several lines of new business markets serving public and private clients including economic development agencies, private developers, and national retailers. He was recently selected to the Keuka College Board of Trustees. He received his Bachelor of Science in Civil Engineering Technology from Old Dominion University and earned his professional engineering license from NYS in 1992. He is also licensed in several other States along the East Coast. A native of Fairport NY, he grew up learning how to water ski on Keuka Lake and is now a resident of Keuka Park, NY where he lives with his wife Nancy of 35 years. He has 2 sons, 1 daughter in law (soon to have 2 daughters in law), and 2 grandchildren.
Sirene Garcia, Secretary (FLEDC, FLHEDC, YCCRC)
Sirene Garcia came to Finger Lakes Community Health in 2002 with a bachelor’s degree from Keuka College. Sirene served as a Community Health Worker, assisting agricultural workers to access health services, as well as a Certified Facilitated Enroller. In 2006 Sirene became the Coordinator of the Finger Lakes Community Health Migrant Voucher Program, providing care in 42 counties of NY through a state-wide voucher system. She also directed an Insurance Enrollment program providing financial advocacy assistance to patients across NY. In 2009, Sirene began her current position as a key member of Finger Lakes Community Health’s Administrative team. Her wide range of expertise gave her the ability to develop programs and new initiatives as the Director of Special Programs. As the Finger Lakes Community Health Telehealth program grew, Sirene played a pivotal role in helping to bring on new partners and to work with a variety of individuals and agencies that were interested in using technology to expand services. Today, with her Master’s degree in business management, Sirene continues her work with the Migrant Voucher Program as well as with her role as the director for a telehealth network that reaches across NYS.
Janice Gaub, Assistance Secretary/Treasurer ( FLEDC, FLHEDC, YCCRC)
Janice Gaub is a seasoned professional with over 25 years’ experience in various senior marketing positions including VWR International, Cooper Vision and Eastman Kodak. She currently works in a consulting capacity for the Marketing Annex, BSI Group Americas. Janice has led numerous marketing teams in brand strategy development, merchandising, product definition / launch and web site creation. She received her BA from the University of Puget Sound and her MBA with emphasis on marketing from Seattle University. Janice has taught marketing related courses from the undergraduate to the PhD level at Seattle University, Rochester Institute of Technology and St. John Fisher College.
Amy Storey (FLEDC, FLHEDC, YCCRC)
Amy Storey was appointed Interim President of Keuka College on July 1, 2018, and named permanent President on May 13, 2019. She is the 20th person – and third woman – to lead the institution. President Storey previously served as the College’s Vice President for Advancement and External Affairs, a role in which she led a brand and visual identity overhaul that contributed to three of the largest incoming classes in Keuka College’s history, launched The Next 125: The Comprehensive Campaign for Keuka College, and helped secure more than $26 million in cash, commitments, and grants in support of the College. She continues to function as the College’s chief fundraiser. Prior to her arrival at Keuka College in 2013, President Storey was the Regional Director of Development for the University of Rochester from 2007-13. She has also served as Director of Development in the School of Management at Binghamton University, and in positions at Merrill Lynch, Employee Benefit Services, and the investment management company Manning and Napier. During her time at Keuka College, President Storey has provided leadership over a number of administrative functions – including development, marketing and communications, alumni relations, and community relations. In addition, she’s the executive liaison for the College’s diversity, equity, and inclusion initiatives. President Storey’s professional skills include donor and alumni relations, community outreach, fundraising, and event management. She is active in organizations including the Council for Advancement and Support of Education, the American Marketing Association, and the Association of Fundraising Professionals. President Storey obtained her Bachelor’s Degree from the Binghamton University School of Management. She lives in the Lucina, on the campus of Keuka College, with her husband, Alan, and their two children.

The Finger Lakes Economic Development Center (FLEDC) is the sole economic development agency dedicated to the promotion and growth of Yates County. The FLEDC uses a broad spectrum of natural resources and targeted development programs to sustain the high level of growth Yates County is experiencing. The strength of our economy is based on the diversity of our businesses and our ability to help them grow — that’s why we continually develop programs to entice further investments from Yates County enterprises.
Our programs are designed to help businesses of all sizes and all industries, and we strongly encourage any business to contact us. We have also developed additional programs and incentives around specific industries that are among our fastest growing sectors, including agribusinesses, tourism, and manufacturing.

The Finger Lakes Economic Development Center is the primary economic engine to drive community and business growth in Yates County. FLEDC is the dba of the Yates County Industrial Development Agency established in 1975.

The Yates County Capital Resource Corporation was created in 2010 as a Not-For-Profit Local Development Corporation to focus on developing and providing programs for not-for-profit institutions, manufacturing and industrial businesses and other entities to access low interest tax-exempt and non-tax exempt financing for eligible projects.
